Does the No No Laser Hair Removal system actually work?

I have dark hair and sensitive skin. My hair grows very fast. I can’t shave every day because it irritates my skin. The best thing to do would probably be professional laser hair removal, but it’s not in my budget right now. Does the No No work if I have this type of hair/skin?

Can I tweeze and shave right after laser hair removal?

There are plenty of hairs that the laser did not remove. I will be going 5 more times over the next few months. However, I would like to know how to deal with hair removal during the process.
