What can I use to relieve my itchy skin after laser hair removal?

My legs get incredibly itchy after laser hair removal for more than a week. I’ve used Benadryl anti-itch gel, aloe vera gel, and petroleum jelly and it helps for about a few minutes but then becomes itchy again. Is there something I could do to effectively stop the itching? The laser hair technician said this was normal and that I should just try not to scratch but when my legs feel like I have mosquito bites everywhere, how can I possibly not scratch??
